You definitely can't turn Neocash into Neopoints unfortunately.
However, I can help you out with your other question! I've been buying Neopoints for years now, so I'd like to think I have a fairly good knowledge of the area and am experienced. The site I regularly buy from now is buyneopoints.me, they've got a really friendly customer support service who are top notch. Not to mention their prices are really reasonable. There are a lot of other sites out there, just do your research, but I'm confident buyneopoints.me won't let you down as I've been using them for months!

No, you cannot turn neocash into neopoints. You can, however, purchase neopoints. The site listed by the other poster is no longer active. I purchase regularly from http://www.neopointsale.com/ and have no issues, they are excellent!
