There are a lot of creeps online. so i just wanted to find out how, im totally smart and don't know how. lol. so if you could tell me how that would be awesome n_n

You can report a deviation by clicking the report deviation button on the deviations page near the comment box.
The best you can do is go to the help desk - http://help.deviantart.com/contact/ - to report a person but it isn't as easy or as effective as the system for reporting a deviation.
