Pain two weeks prior to menstruation could be a sign of endometriosis, a painful condition made worse by the elevated presense of estrogen, which happens during ovulation. Most often, though, pain from endometriosis occurs during your period because endometrial cells that are outside the uterine cause bleeding.
At any rate, please see an OB/GYN and describe your symptoms. It sounds like you need this checked.

Do you mean dysmenorrhea? If so, no. Dysmenorrhea is painful menstuation. I've never heard of it starting 2 weeks prior to menstruation. Some women experience ovulation pain, but That's usually a mild ache or crampy feeling.
You'd probably benefit from a trip to the gynocologist's office.
