i took my Spanish exam for Penn foster and sent it off to be graded i look online to see what grade i've been given and it states that this exam has been RTN i know it means (return) but why would they return something i did ungraded?

Think of it as an opportunity to re-submit. The instructor is giving you an opportunity to correct a mistake, pick up some extra points, or there is some concept they want you to understand better.
